Stopwatch implementation for .NET nanoFramework.

Includes as well DelayHelper for precise Milliseconds and Microseconds delays.

Note: this may not be precise enough in managed code. Depending on the platform, you may have to adjust the delays and also look at Thread.SpinWait function.
